I actually coined this term in an article I wrote a while ago, describing whether sea-cities will become more popular as sea levels rise. It looks like the topic is becoming more relevant, and I figured that it would be worth examining.
This is similar to the other neologism nephopolis which involves a floating, artificial city, however while a nephopolis involves a city in the sky, this city floats on the water, specifically a sea or an ocean.
